The reconstruction of the policy for the establishment of appropriate legal norms is mandatory to be carried out with the aim of regulating the recognition or acknowledgment and legal understanding or perception regarding the determination of the status of collaborating witnesses or justice collaborators from the intial stages of the investigation to the stages of eximination in the court, and even up to the implementation of the execution, in order to create the principle of legal certainty for the Suspect or Defendant designated as collaborating witnesses or justice collaborators. Meanwhile, the reconstruction of the implementation of the policy in determining the status of collaborating witnesses or justice collaborators can be realized in the form of mutual agreement by each law enforcement agency that becomes a sub-institution within (integrated criminal justice system), aiming to provide benefits both juridically and socially for the Suspect, Defendant, or Convict designated with the status of collaborating witnesses or justice collaborators.
